My whisker menu would reset itself on restart in XFCE4 every time I rebooted. I fixed it by doing the following.
1. Open Terminal Emulator.
2. Type
$ sudo thunar
3. Go to /etc/xdg/xdg-xubuntu/xfce4/whiskermenu/defaults.rc
4. Edit line two from “button-title=Applications Menu” to the name you want it to be.
5. Save, close the file, and restart to verify.
Note: You can also edit this file, which does not require root.
$ ~/.config/xfce4/panel/whiskermenu-1.rc
